It stays on your record, you have to declare it on the applications you make afterwards, and a later officer reads your case already knowing one said no. How to get your CAIPS / GCMS notes from Canada — yourself.

Your CAIPS / GCMS notesare your complete immigration file — the visa officer's own written reasons for refusing you, plus every document IRCC looked at. Here is how to ask Canada for it, in six stages. About 20 minutes, and it costs nothing.

    In the box asking who you are, choose “Foreign National outside of Canada”. That option exists for people applying from India.

    Two laws are offered. The Privacy Act is free and open to you. The $5 one is a different law, only for people inside Canada.

    Do not pick “Decision Note” — that is only 2 pages. The Complete File gives you the officer's full refusal reasons and every document you sent. Same wait, far more information.

Steps 3 and 4are the ones people get wrong — and they are the difference between receiving two pages and receiving your entire immigration file with the officer's real refusal reasons.

Step 06 is the one nobody mentions: IRCC caps the size of every document you upload, and the usual fix is deleting pages until it fits — which is how a bank statement reaches the officer missing four months. When you apply for a Canadian visa, an officer opens your file on a computer system called GCMS (it used to be called CAIPS — same thing, older name). As the officer checks your papers, they type notes: what they believed, what they doubted, which document did not convince them.

The refusal letter you received is a summary. Usually one page, with a tick next to a general reason. It does not say why the officer was not satisfied.

Your GCMS notes are the real record— often 10 to 60 pages. They contain the officer's own sentences, your full application, every document you sent, and the internal messages about your case. This is where the actual reason lives.

Simple version: the letter tells you that you failed. The notes tell you which question you got wrong.

Yes, it is genuinely free. There are two different Canadian laws and this is where nearly everyone gets confused.

The Privacy Act covers your own personal information. It costs nothing, and since July 2022 any person anywhere in the world can use it — including you, sitting in India, in your own name. This is the correct route for your GCMS notes.

The Access to Information Act is the one that costs $5 CAD, and it is only for Canadian citizens, PRs, or people physically inside Canada. It is meant for records that are not about you. You do not need it.

You file online at the Government of Canada's ATIP portal. It takes about 20 minutes. You need your passport, your application number and your UCI number.

First — and this matters — do not reapply immediately. Applying again with the same file usually produces the same refusal, and now you have two refusals on record instead of one.

  1. Right now — open the refusal email properly. Since 29 July 2025, IRCC says it sends the officer's decision notes together with the refusal letter for most temporary-resident applications. Scroll past page one. Part of your answer may already be sitting in your inbox.
  2. Today: request your full GCMS notes anyway. It is free and takes 20 minutes. The decision notes are a summary; the full file has every document IRCC reviewed and all the correspondence. Do this early, because the ~30-day wait starts the moment you file.
  3. While you wait: do not change anything yet. Keep your bank account normal and steady — sudden large deposits are one of the most common reasons for a second refusal.
  4. Around day 30: your file arrives by email. Read it, or send it to someone who can.
  5. Then rebuild: fix the specific weakness the officer named. Not everything — just the thing that failed.

A refusal is not a ban. There is no waiting period. You may apply again as soon as you can answer the officer's actual objection.
